How Best Value is Determined
Best Value is based on many determining factors such as the quality of service provided, the carriers past performance, cost/price, claims experience, the ability to perform within stated requirements, and the carriers commitment of transportation assets to readiness support. Under this procurement evaluation method, cost is not the only factor considered in the selection of carrier. Past performance factors include, but are not limited to, on-time pickup and delivery percentage, the percentage of shipments involving lost or damaged cargo, the number of claims, and the carriers overall availability.
